Abstract
This Proclamation establishes a legal framework governing federal public procurement and property administration in Ethiopia. The stated purpose of the Proclamation is to expand the applicability of public procurement and property administration rules to include federal government‑owned enterprises, improve transparency and accessibility of procurement systems, and clearly define administrative accountability for legal violations in procurement and property management. The Proclamation applies to all federal public bodies and federally owned public enterprises, subject to the precedence of Ethiopia’s international agreements where applicable. It regulates procurement of goods, works, consultancy and non‑consultancy services, as well as the management, use, and disposal of public property. It introduces detailed definitions, establishes guiding principles such as value for money, non‑discrimination, transparency, environmental protection, accountability, and the use of life‑cycle cost analysis, and mandates the progressive use of an electronic procurement and property administration system. The Proclamation sets out responsibilities of heads of public bodies, procurement and property administration units, and endorsing committees, including planning, execution, record‑keeping, reporting, and handling of complaints and appeals. It re‑establishes the Federal Public Procurement and Property Authority as an autonomous body accountable to the Ministry of Finance, assigns it extensive regulatory, supervisory, enforcement, and capacity‑building powers, and provides for sanctions against non‑compliant bidders, suppliers, and officials.
