Abstract
The 18 sections of this Proclamation are divided into 4 Parts: General (I); Conservation and development of forests (II); Utilization of forests (III); Miscellaneous provisions (IV).
There shall be three types of forests: State forests, Regional Forests, and Private Forests. A State Forests is a forest designated as such by the Council of Ministers for purposes of protection of genetic resources and the eco-system. A Regional Forest shall be designated as such by a Region. Section 7 provides for the designation of any forest as a "protected forest" by the Ministry of Natural Resources Development and Environment protection or an appropriate regional body. The Ministry shall designate, demarcate and register state and protected forests and establish a central forestry register (sect. 4). Section 6 prescribes duties of owners with respect to the conservation and development of private forests. State and regional forests shall be utilized in accordance with management plans either approved by the Ministry or the appropriate regional body (sect. 9). Part IV provides, inter alia, for transport and storage of forest products, prohibits certain activities in state and regional forests, and defines powers and duties of forests guards.
