Abstract
The purpose of this Regulation is to (i) establish measures in order to allow ships flying the flag of a third State that enter a port or offshore terminal of a European Community Member State to demonstrate their compliance with article 5 of Regulation (EC) No. 782/2003, and (ii) establish procedures for control by the port State within the European Community.
