Abstract
This Regulation lays down the categories of aid: (I) aid in favour of small and medium-sized enterprises active in primary agricultural production, the processing of agricultural products and the marketing of agricultural products; (II) aid for environmental protection in agriculture; (III) aid for investments in favour of conservation of cultural and natural heritage; (IV) aid to make good the damage caused by natural disasters in the agriculture sector; (V) aid for research, development and innovation; (VI) aid in favour of forestry; and (VII) aid in favour of small and medium-sized enterprises in rural areas. This Regulation shall apply only to aid which is transparent and has an incentive effect. Chapter II sets out procedural requirements. Chapter III provides for the content of each category of aid relating to the agricultural and forestry sectors and rural areas.
The aid in favour of small and medium-sized enterprises active in primary agricultural production, the processing of agricultural products and the marketing of agricultural products includes: aid for investments in agricultural holdings linked to primary agricultural production; aid for agricultural land consolidation; aid for investments concerning the relocation of farm buildings; aid for investments in connection with the processing or the marketing of agricultural products; start-up aid for young farmers and start-up aid for agricultural activities; start-up aid for producer groups and organisations in the agricultural sector; aid for the participation of producers of agricultural products in quality schemes; aid for knowledge exchange and information actions; aid for advisory services; aid for farm replacement services; aid for promotion measures in favour of agricultural products; aid to make good the damage caused by adverse climatic events which can be assimilated to a natural disaster; aid for the costs of the prevention, control and eradication of animal diseases or plant pests and aid to make good the damage caused by animal diseases or plant pests; aid to the livestock sector and aid for fallen stock; aid to make good the damage caused by protected animals; aid for conservation of genetic resources in agriculture; aid for animal welfare commitments; and aid for cooperation in the agricultural sector.
This Regulation promotes environmental protection in agriculture by providing aid for disadvantages related to Natura 2000 areas; aid for agri-environmental-climate commitments; and aid for organic farming. The aid in favour of forestry covers aid for afforestation and the creation of woodland, agroforestry systems, prevention and restoration of damage to forests, investments improving the resilience and environmental value of forest ecosystems, forest-environmental-climate services and forest conservation, investments in forestry technologies and in processing, in mobilizing and in marketing of forestry products, conservation of genetic resources in forestry, and forestry land consolidation.
