Abstract
This Regulation is adopted pursuant to Directive 2003/87/EC establishing a scheme for greenhouse gas emission allowance trading within the Community. A Union Registry for the trading period of the European Union emissions trading scheme commencing on 1 January 2013 and subsequent periods is established. It covers annual emission allocation units and Kyoto units.
