Council Decision 93/389/EEC for a monitoring mechanism of Community CO2 and other greenhouse gas emissions

This Decision establishes a mechanism, on the one hand, for monitoring all anthropogenic greenhouse emissions not controlled by the Montreal Protocol in the Member States, and, on the other hand, for evaluating progress towards meeting commitments in respect of such emissions. In particular, all Member States shall adopt and periodically update national programmes to limit and reduce their anthropogenic emissions by sources and to enhance removals by sinks of all greenhouse gases. Article 2 specifies the content of these national programmes.
