Abstract
The present Regulation aims at discouraging the practice of operating fishing vessels under the flag of non-contracting parties to Northwest Atlantic Fisheries Organization (NAFO). Upon receipt of report on a sighting of a non-contracting party vessel by a Community inspector assigned by the NAFO scheme of joint international inspection and surveillance, the Commission shall promptly transmit this information to the Secretariat of NAFO. All Member States shall be notified as well (art. 3). In compliance with article 4, Community fishing vessels may not receive transhipments of fish from non-contracting parties vessels. In addition, Member States must ensure that each non-contracting party vessel which enters one of their ports is inspected. The vessel concerned may not land nor tranship any catch until the inspection has been completed. In case the non contracting-party vessel holds on board any of the species listed out in Annexes I and II, the Member State concerned shall prohibit any landing and transhipment, unless the conditions specified in article 5, paragraph 3 exist.
