Abstract
The Regulation consists of 19 articles and 4 annexes. The Commission shall adopt a "multiannual guidance programme for the fishing fleet" for individual Member States, on the basis of the information specified in annex II regarding a description of the current situation, the results from the previous programme and new guidelines. In accordance with the provisions of the multiannual programme each Member State shall present a sectoral plan and an aid application to be examined by the Commission (arts. 3 and 4). The financial instrument for fisheries guidance, hereinafter referred to as the "FIFG", may provide assistance on the following matters: 1) implementation of multiannual guidance programmes for fishing fleets (Title II); 2) investment aid in the fields of aquaculture, development of coastal waters, fishing port facilities and processing and marketing (Title II); 3) measures to find and promote new market outlets and other measures provided for by Title IV. Title V concerns general and financial provisions.
