Abstract
This Directive amends the objectives of the Directive 94/62/EC laid down in Chapter 2 of Article 1, as preventing the production of packaging waste and, as additional fundamental principles, reusing packaging, recycling and other forms of recovering packaging waste and, therefore, reducing the final disposal of such waste in order to contribute to the transition towards a circular economy. This Directive inserts the definitions of reusable packaging and composite packaging to Article 3. Furthermore, this Directive makes amendments in Article 4 regarding preventive measures to prevent generation of packaging waste and to minimise the environmental impact of packaging; Article 5 regarding the increase in the share of reusable packaging placed on the market and of systems to reuse packaging in an environmentally sound manner and in conformity with the Treaty, without compromising food hygiene or the safety of consumers; Article 6 regarding recycling of packaging waste; Article 7 regarding return and/or collection of used packaging and/or packaging waste from the consumer, other final user, or from the waste stream and recovery systems; Article 12 regarding information systems and reporting; Article 19 regarding adaptation to scientific and technical progress; Article 20 regarding specific measures; and Article 21 regarding the procedures of the committee established by the Directive 2008/98/EC. This Directive inserts Articles 6a and 6b regarding calculation of the weight of packaging waste generated and recycled and early warning report.
