Abstract
The National Waste Management Plan for 2021-2028 has been developed according to waste management law requirements, consequential from its Cabinet regulations and also relevant directives. The implementation period of the plan is 8 years.
Waste management is a complex system of measures, the management of which includes institutional, organizational, technical, legal and financial issues. It covers operators of polluting activities, businesses providing waste management services, waste traders and intermediaries, municipalities and the country population, that everyday generates waste. The system covers waste streams that together account for approximately 1.8 million tons of waste per year. Currently, there is a new strategic task: material recovery from waste flows, that shifts the emphasis of management towards reducing the volume and preventing the generation of waste, developing waste recycling and the necessary prerequisites for it (including limiting hazardous substances in products and a separate collection system).
The document addresses the improvement of statistical data related to waste accounting and, in particular, including in data collection and reporting system new types of data (food waste at each stage of the cycle; recycling and reuse of waste).
The Plan sets forth the following objectives: (a) to prevent waste emergence and to provide total significant reduction of waste by making maximum use of all best available waste prevention options and best available technical solutions, increasing resource use efficiency and promoting development of a more sustainable consumer behavior model; (b) to ensure the rational use of waste as a resource, based on the basic principles of the circular economy and promoting the reuse of resources as much as possible; (c) to ensure, that created waste is not hazardous or poses a low risk to the environment and human health, promoting appropriate product policies, restrictions on hazardous and environmentally harmful substances and improving consumer awareness; and (d) to ensure the reduction of the amount of waste to be disposed of and the disposal of waste in a manner that is safe for human health and the environment.
