Abstract
A European One Health Action Plan against Antimicrobial Resistance aims at fight against AMR to preserve the possibility of effective treatment of infections in humans and animals. This Action Plan provides a framework for continued, more extensive action to reduce the emergence and spread of AMR and to increase the development and availability of new effective antimicrobials inside and outside the EU.
In order to make the EU a best practice region, appropriate actions will be taken jointly by the European Food Safety Authority, the European Medicines Agency, and the European Centre for Disease Prevention and Control to reduce AMR and preserve the effectiveness of antimicrobials. These actions will include infection prevention, biosecurity measures and control practices in human healthcare, food production and in animal husbandry sectors, including aquaculture, livestock farming systems, and feeding regimes. Food safety measures will be implemented through monitoring AMR in food-producing animal populations and food by carrying out regular audits in Member States. EU standards and measures for tackling AMR will be incorporated into cooperative arrangements in trade agreements. Globally oriented research, development and innovation on AMR will be improved for the development and assessment of interventions against AMR and prevention of transmission. The capacity building of Member State competent authorities will be enhanced by developing training programmes on AMR. A more integrated surveillance system will be developed for monitoring AMR in zoonotic and commensal bacteria in farm animals and food, reporting communicable diseases in humans, assessment of transmissible animal diseases, and AMR detection in the human health sector. The use of data from existing monitoring will be maximized to improve knowledge of the occurrence and spread of antimicrobials in the environment. Member States’ national awareness will be raised about AMR and their coordination will be improved through the AMR One Health network. The prudent use of antimicrobials in human and veterinary medicines will be promoted to preserve the effectiveness of antimicrobials.
The EU systems will monitor Member State effects according to the systems and standards developed by the WHO, the OIE, the FAO, and the Codex Alimentarius.
