Abstract
This Regulation sets out rules for issuing and managing fishing authorizations for: (a) European Union fishing vessels conducting fishing operations in waters under the sovereignty or jurisdiction of a third country, under the auspices of a regional fisheries management organization (RFMO) to which the European Union is a contracting party, in or outside European Union waters, or on the high seas; and (b) third-country fishing vessels conducting fishing operations in European Union waters. As a general rule, and without prejudice to the requirement to obtain an authorization from the competent organization or third country, a European Union fishing vessel shall not carry out fishing operations outside Union waters unless it has been authorized by its flag Member State, and the fishing operations are indicated in a valid fishing authorization issued in accordance with Chapters II to V of this Regulation.
