Abstract
This Regulation aims at safeguarding the security of gas supply by ensuring the proper and continuous functioning of the internal market in natural gas. It lays down exceptional measures to be implemented when the market can no longer deliver the required gas supplies and further provides the definition and attribution of responsibilities among natural gas undertakings, the Member States and the European Union regarding both preventive action and the reaction to concrete disruptions of supply. As a general principle in this field, article 3 stipulates that security of gas supply is a shared responsibility of natural gas undertakings, Member States, notably through their competent authorities, and the Commission, within their respective areas of activities and competence. Competent authorities of Member States are required to adopt preventive action plans and emergency plans.
