Abstract
This Act amends the Act relative to procedures of environmental impact assessment of public plans and programmes in provisions concerning transboundary environmental effects. The Finnish authority responsible for a plan or programme with transboundary effects in a state of the European Union or a state bound by an agreement with Finland shall notify the Ministry of Environment. The Ministry shall inform the affected state(s) and shall conduct negotiations with that state or those states. A new section 10A is added to the principal Act. This section concerns participation by (the Ministry of Environment of) Finland in environmental assessment of another state's plan or programme. The Act sets out procedures for such participation.
