Abstract
This Act contains provisions on compliance with the requirements imposed on biofuels and liquid biofuels. It also applies to biofuels and liquid biofuels the use and production of which, within the scope of an investment project, are granted state subsidies on the basis that fair sustainability criteria are met, regardless of whether the raw material is produced in the EU or outside the EU. Raw materials other than waste and residues shall also adhere to sustainability criteria and agricultural raw materials if cultivated in the European Union. Greenhouse gas emissions from biofuels or liquid biofuels in relation to the use of equivalent fossil fuels should be at least 35% less, and as of 1 January 2017 at least 50% less; at least 60% less from 1 January 2018 for biofuel or liquid biofuel being part of a batch produced in a facility which will become operational on 1 January 2017 or thereafter. The raw material must not originate from land such as forest, wooded land, conservation areas, or grassland with high biodiversity.
