The Animal Breeding Act (No. 319 of 2014).

The present Act contains provisions for the implementation of Regulation (EU) 2016/1012 of the European Parliament and of the Council. The Food Safety Authority may, upon application, approve a public-law or private-law association as a herd book-keeping association for a breed of animal referred to in Article 2 of Regulation (EU) 2016/1012 or as a breeding register-keeping association for hybrid breeding pigs. A herd book-keeping or breeding register-keeping association shall have at least one approved breeding program as referred to in Article 8 or 12 of Regulation (EU) 2016/1012 which meets the requirements set out in Annex I to that Regulation. Decisions on the approval of breeding programs are made by the Food Safety Authority. Purebred breeding animals shall be entered into the main section of the herd book upon application, if the animal meets the requirements prescribed in Article 18 or 19 or 20.2 of Regulation (EU) 2016/1012. Hybrid breeding pigs shall be entered into the breeding register upon application, if the animal meets the requirements prescribed in Article 23 of the same Regulation. The Food Safety Authority may prohibit the use of animals referred to in this Act and their gametes and embryos for breeding activities if they do not meet the requirements specified in this Act. A register shall be kept over the herd book-keeping associations and the breeding register-keeping associations.
