Abstract
The present Act lays down the climate goals and a planning framework for Finland's climate policy and its monitoring. The purpose of the Act is to streamline and coordinate the planning and surveillance of the measures aimed at mitigating and adapting to climate change; as well as to strengthen the opportunities for the Parliament and the general public to participate in and influence the planning of climate policy. It applies to state authorities in the preparation of climate policy plans and their surveillance. The Act contains 23 sections divided into the following chapters: 1. General provisions; 2. Planning system; 3. Reporting and monitoring; 4. Authorities and other actors; 5. Entry into force.
The Act sets a carbon neutrality target for 2035 and adopts other international and EU climate targets. The planning framework laid down in the Act aims to contribute to meeting the commitments on the reduction and monitoring of greenhouse gases, increasing carbon sinks, and adopting measures to comply with regional and international agreements. The planning framework consists of 1) a long-term climate plan; 2) a national plan on climate change adaptation; 3) a medium-term climate plan; and 4) a climate plan for the land use sector (arable land, pasture, wetlands, urban land and other land). Detailed guidelines for elaborating these plans are included in the Act. The Government shall appoint a scientific expert body for four-year periods in which different fields of science are represented. A Sami Climate council shall also be established to support the preparation of the policy plans included in the Act.
