Abstract
The purpose of this Act is to ensure the safety in relation to the construction, maintenance, and operation of dams and to reduce the risk of damage caused by dams. It applies to dams and associated structures and facilities regardless of the material used in the construction of the dam; how the dam is built; and the substance it dams up. What is prescribed in this Act about dams also applies to flood embankments. This Act does not apply to lock structures in canals. The Act prescribes that dams shall be planned and constructed in such a way that their operation does not pose a risk to safety. Detailed provisions regarding the hydrological dimensioning of dams and the technical safety requirements for the construction of dams shall be issued by government Decree. Before a dam is put into operation, it shall be classified, and a risk assessment and a monitoring program shall be approved for it in the manner prescribed in Chapter 3.
