Abstract
The present Government Decree lays down rules concerning dam safety and implements the Dam Safety Act (No. 494 of 2009). It contains provisions on competence requirements for persons planning a dam and for operators of a dam; hydrological dimensioning of dams in watercourses; hydrological dimensioning of other dams; general technical safety requirements for dams; specific technical safety requirements for certain types of dams; risk assessment; safety programs for dams; safety arrangements at the dam; etc. It is a requirement that the stability of the dam structure and the functionality and dimensioning of the construction shall be sufficient to ensure that the dam is safe in all operational situations.
