Decree No. 1193 of 2011 of the Ministry of Agriculture and Forestry relative to supervision of operators which process certain animal by-products and derived products and of the use of certain by-products.

This Decree of the Ministry of Agriculture and Forestry, made under section 13 of the Act concerning animal diseases, provides for the registration, authorization and supervision of operators processing and disposing of animal by-products and derived products not intended for human consumption to the extent that the Waste Act does not apply to them. It also provides rules for the use and supervision of the use of animal by-products and derived products not intended for human consumption under Articles 17 and 18 of the European Parliament and Council Regulation (EC) No 1069/2009 and the placing on the market of animal by-products and derived products not intended for human consumption in accordance with Chapter VII, point B of Annex XIII to Commission Regulation (EU) No 142/2011. The Decree also applies to the supervision of establishments processing animal by-products processed in slaughterhouses and establishments in the fisheries sector under the Food Act. The Decree applies neither to biogas and composting plants treating animal by-products or the operators which process fertilizer products of animal origin, except for plants processing by-products by pressure sterilization. As for the food sector and food control at all stages of production, processing and distribution of food, the Food Act shall apply.
