Abstract
This Regulation lays down implementing measures for the public and animal health rules for animal by- products and derived products laid down in Regulation (EC) No. 1069/2009. The regulation aims to prevent and control risks to public and animal health arising from such materials, covering their collection, transport, processing, use, and disposal across the European Union. It also sets out requirements for imports, exports, and transit of these products, ensuring harmonized standards within the EU and with third countries.
The regulation specifies the categorization of animal by-products (Categories 1, 2, and 3) based on risk, and prescribes strict conditions for their processing, transformation (e.g., into biogas or compost), and end uses (such as pet food, fertilizers, or technical products). It details hygiene, traceability, and record-keeping requirements for operators, as well as approval and registration procedures for establishments and plants. The regulation also provides for derogations and special rules for research samples, trade samples, feeding of certain animals, and the management of outbreaks of transmissible diseases.
Annexes to the regulation lay out technical standards for processing methods (e.g., pressure sterilization, alkaline hydrolysis), microbiological criteria for end products, and specific requirements for products like processed animal protein, rendered fats, gelatine, and fertilizers. There are also detailed rules for the import and export of animal by-products, including model health certificates, lists of approved third countries and establishments, and special provisions for the movement of certain materials (e.g., hides, wool, pet food). Official controls and validation procedures are mandated to ensure compliance, with clear responsibilities for competent authorities and operators at every stage of the supply chain.
