Abstract
Section 1 lists various hazardous substances, the discharge of which into groundwater or water system is prohibited if discharged in such proportions so as to result in pollution of water. The list shall be revised regularly by the National Board of Waters and Environment. The owner of a facility which handles substances listed in section 1 shall notify the Board regarding the operations of the facility (sect. 2). The Board shall communicate to the owner whether it considers the environment impact assessment made under section 2 adequate (sect. 2a). A revision of the assessment may be required by the Board. Plants and facilities listed in section 3 shall make a notification to the Water and Environment District Office in the relevant Water and Environment District. A notification shall also be made in the case of a substantial increase or change in discharge of waste water or other water polluting substances. Waste water may not be conducted into water systems or groundwater through sewers used by more than two-hundred persons (sect. 4). A plan for conducting and treating waste water shall be attached to the notification (sect. 6).
