Abstract
The present Government Decree contains provisions regarding the implementation of compensation for non-productive investments (investment compensation) as referred to in Article 73 of the Regulation (EU) 2021/2115 of the European Parliament and of the Council. The investment compensation forms part of Finland's strategic plan for the Common Agricultural Policy 2023–2027, which has been approved by the European Commission. Investment compensation may be granted and paid during the period that the strategic plan is in force within the framework of the funds allocated in the state budget.
Investment compensation can be granted for the establishment of wetlands, chains of small wetlands, two-level ditches, floodplain areas, and floodplain plateaus of wetland type, and for the restoration of natural conditions in watercourses carried out in accordance with the principles of nature-based water management. Investment compensation can also be granted for the conversion of cultivated peat fields into wetlands or areas resembling marshes. Work performed without remuneration for the benefit of an investment project may be approved as payments for ecosystem services.
