Abstract
The present Government Decree contains provisions on a quota system for commercial fishing. It contains detailed rules on the application for transferable usage rights; distribution of transferable usage rights; application for the transfer of a transferable usage right; application for non-transferable usage right; distribution of non-transferable usage rights; special fishing quotas; distribution of actor-specific fishing quotas; usage fee for an actor-specific fishing quota; small-scale trawl and fyke net fishing for herring and sprat; ban on trawl fishing in 2024; procedure for handling bycatch in trawl fishing; commercial fishing for Baltic salmon in river areas; among others.
