Abstract
This Decree provides for the protection of surface waters, groundwaters and sea water. It seeks to improve their quality by preventing pollution and the risk of pollution caused by dangerous or harmful substances with the help of emission bans, emission limit values and environmental quality standards. It also protects water services' operations.
The Decree applies to such watercourses, gutters, ditches and groundwater as referred to in the Water Act (No. 587 of 2011) and in Finland's territorial waters and economic zone. Sections 4 and 4a contain prohibitions of discharge into surface water, sewerage plant and groundwater. Section 5 sets value limits for emissions of substances. Sections 6, 6a and 6b sets rules on environmental quality standards. The Decree furthermore defines duties of public bodies and provides for the monitoring of surface waters, an environmental protection data system and adjustment of standards by the Finnish Environment Institute.
