Abstract
This Regulation shall apply to fishing by fishing vessels flying the Swedish flag in the Finnish Fishing Zone under fisheries agreements concluded between Finland and Sweden in 1978 on mutual fishing rights in the Baltic, to fishing vessels flying the Estonian flag which fish in the waters within the Finnish fishery jurisdiction of the Baltic under the Fisheries Agreement between Estonia and Finland, to Russian vessels which fish in the same area under the fisheries agreement concluded with the Russian Federation, to Lithuanian vessels which carry out fishing activities within the same area under the fisheries agreement concluded between Finland and Lithuania, and to Finnish vessels which fish under the named fisheries agreements in the Swedish Exclusive Economic Zone or the water areas of the Baltic which lie within the fisheries jurisdiction of the Russian Federation, Estonia or Lithuania (sect. 1). The Ministry of Agriculture and Forestry shall issue further directives both for fishing by Finnish and fishing by vessels of the Russian Federation, Estonia, and Lithuania in accordance with the protocols which have been established between the parties. The Ministry may establish a list and establish the number of Finnish crafts which are allowed fishing in accordance with the agreements (sect. 5). Section 6 prescribes certain requirements regarding the crew on board of vessels fishing in Finnish or Swedish waters. Section 7 regulates the obligation of vessels to report to the Ministry of Agriculture and Forestry on catch in accordance with the respective agreement. (8 sections)
