Abstract
The scope of the Act is to improve the living standards and the opportunity of earning of "skolt" indigenous people (defined in section 5) involved in agriculture or forestry in areas specified in section 2 in Northern Finland in proximity of the Russian border. Chapter 2 provides for with various incentives. Incentives may be used for agriculture, fisheries, and forestry. The Act contains 73 sections divided into the following chapters: 1. General Provisions; 2. Loans and other support measures; 3. Conditions and requirements for government loans; 3 a. Conditions for interest rate subsidies; 3 b. Conditions and requirements for state guarantee; 3 c. Application for support and grants, follow-up and monitoring; 4. Land acquisition; 5. Land sales; 6. Restrictions concerning estates; 7. Recovery of receivables; 8. Handling of Skolt issues; 9. Special provisions; 10. Entry into force and transitional provisions.
