Abstract
The Minister shall appoint a Commissioner of Water Supply who shall have: (a) the custody and administration of waterworks and of water therein; and (b) the management of the supply or distribution of such water (sect. 3). The Minister may, by public notice, declare any area of land or water to be a catchment area for purposes of water supply. Owners, lessees or licensees of land affected by such declaration have the right to object, and in the case of damage, the right of compensation (sect. 4). Sections 5 to 12 outline the various powers of the Commissioner in relation with the erection of waterworks and the supply of water including the power to restrict, suspend, diminish, withhold, divert, turn off or stop the supply of water, (sect. 10) and the power to make by-laws which are subject to the approval of the Minister (sect. 11). The remaining provisions of this Act deal with charges for water and penalties for wrongful acts including the pollution of water supply. (28 sections)
