Abstract
These Regulations, made by the Yap State Environmental Protection Agency (EPA) under the Yap State Environmental Quality Protection Act, implement provisions of that Act by establishing a reporting system for accidental or intentional releases of petroleum products within Yap State. They also provide for immediate response to all petroleum releases and enable the responsible party to assist in the cleanup effort to minimize impacts on the environment. The Regulations shall apply to all spills and releases of petroleum products on land or on water, as defined in these Regulations.
Any person who either spills petroleum or is a responsible party (as defined) shall report to EPA in the prescribed manner. A Monthly Oil Spill Report shall be submitted to EPA in the month following a month in which a responsible party has had five or more oil spills.
