Abstract
These Regulations give effect to Regulation (EU) 2016/2031 and Regulation (EU) 2017/625. Part 1 contains introductory and interpretation provisions. Under Part 2 the Scottish Minister is designated as the competent authority responsible for the organization and performance of official controls and other official activities in Scotland for plant health purposes. Part 3 contain provisions on official controls on controlled consignments from third countries and other official controls on goods from third countries (plants, plant products and other objects). Part 4 regulates official activities to prevent the establishment or spread of plant pests. Part 5 contains temporary national measures, in addition to measures at the EU level, to prevent the entry of certain plant pests into Scotland. Part 6 regulates registration of professional operators and grant or issue of authorizations, licenses and certificates. Part 7 concerns measures related to specific species implementing Council Directive 69/464/EEC on control of Potato Wart Disease; Council Directive 93/85/EEC on the control of potato ring rot; etc. Part 8 notification, Part 9 inspectors' powers, Part 11 penalties and offences.
