These Regulations, which revoke and replace the Seeds (Registration in relation to Licensing and Enforcement) Regulations 1985, continue to prohibit a person from engaging in the seed industry unless the person has been registered by the National Assembly. With respect to the 1985 Regulations, new provision is made to request the termination of registrations and allowing a crop inspector to apply to the National Assembly to have his or her licence varied. The National Assembly has power to suspend or revoke the licence. The Regulations continue arrangements to license seed samplers. The National Assembly has power to suspend or revoke the licence. The Regulations further provide for the licensing of seed testing stations and there is a new provision to keep a list of registered persons, a list of licensed crop inspectors, a list of licensed seed samplers and a list of licensed seed testing stations.
