Abstract
The Integrated Water Resources Management Plan is a national policy with a cross-sectoral approach. It serves as the implementation framework for the National Water Policy, outlining actions to achieve sustainable water management. The key objectives of the IWRM Plan are as follows: (i) to strengthen awareness and understanding of the value of integrated water resources management and the risks posed by inadequate practices; (ii) to identify and implement targeted actions to address the root causes of negative impacts on human health and the environment arising from inefficient water management; and (iii) to mobilize financial resources and partnerships, including private sector engagement, to support the implementation of projects that mitigate these impacts. These objectives collectively aim to improve water governance, enhance water security, and ensure the sustainable use of water resources in the face of climate variability and development pressures.
The IWRM Plan outlines a comprehensive set of priority measures, categorized as high, medium, and low priority, to enable phased implementation across key policy areas such as improving water availability and quality, enhancing efficiency and conservation, strengthening climate resilience, and fostering an enabling environment for responsible water use. Implementation is supported by clearly defined institutional roles and responsibilities, with the Government of Grenada providing overall policy direction, while agencies such as the Ministry of Agriculture and Lands, the National Water and Sewerage Authority (NAWASA), and other sectoral bodies collaborate on planning, regulation, and service delivery. The Plan also emphasizes multi-stakeholder engagement, including civil society and the private sector, to ensure coordinated and integrated action across sectors.
The monitoring and evaluation (M&E) framework is incorporated as a central mechanism for tracking progress, ensuring accountability, and informing adaptive management. The Plan proposes regular data collection and reporting—typically on a biennial basis—through existing national frameworks, enabling institutions to assess progress against defined targets and adjust implementation strategies as needed.
