Abstract
The purpose of this Law is to create legal grounds for the encouragement, promotion and consumption of energy received from renewable sources and determine the mandatory national common target indicators of the total share of energy received from renewable sources in the total final consumption of energy and in the consumption of energy by transport. This Law establishes norms related to support schemes, statistical transfers between Georgia and the contracting parties of the Energy Community, the joint projects of Georgia and the contracting parties of the Energy Community, the joint projects of Georgia and third countries, certificates of origin, administrative procedures, information support and trainings, the accessibility of energy received from renewable sources and biogas to the electric power network and to the natural gas network. It also establishes sustainability criteria for biofuel and bioliquids.
The Law consists of 22 articles: Purpose and scope of the Law (1); Definition of terms (2); Determination of mandatory national common target indicators and measures for use of energy received from renewable sources (3); National action plan for renewable energy (4); Estimation of the share of energy received from renewable sources (5); Statistical transfer between Georgia and a contracting party of the Energy Community (6); Joint project of Georgia and a contracting party of the Energy Community (7); Results of a joint project of Georgia and a contracting party of the Energy Community (8); Joint project of Georgia and a third country (9); Results of a joint project of Georgia and a third country (10); Support schemes (11); Increase of capacity (12); Principles for the implementation of administrative procedures, regulatory norms and rules (13); Information support and trainings (14); Certificates of origin of electric power, heating, and cooling, received from renewable sources (15); Access to a network and its operation (16); Sustainability criteria for biofuel and bioliquids (17); Verification of compliance of biofuel and bioliquids with sustainability criteria (18); Special provisions related to the energy generated from renewable sources used in transport (19); Obligation of Georgia to submit a report (20); Transitional provisions (21); and Entry into force of the Law (22). The Law also contains Annex I National common target indicators of Georgia of the share of energy received from renewable sources in the total final consumption of energy determined by 2030; and Annex II Energy content in transport fuel.
