Abstract
The Law provides for the main principles of public safety in Georgia. It regulates the organization of the national system of public safety; and the powers of the executive authority and of local self-governing bodies, and the rights and obligations of natural and legal persons in the field of public safety. It consists of 12 chapters: General provisions (I); National system of public safety, its subjects, and rights and obligations of natural persons (II); Prevention and preparedness for emergencies (III); Incident and emergency management (IV); Extinguishing fires, rescue and accident-rescue efforts (V); Restorative work (VI); State fire supervision and supervision of vital objects (VII); Emergency Management Service (VIII); Rules for hiring, training, re-training and service at Emergency Management Service (IX); Legal and social protection guaranties for servicemen (X); Types of service and providing service in the field of public safety (XI); and Transitional and final provisions (XII). The main principles of the Law are giving priority to the objectives of saving lives and preserving the health of the population; involving the population voluntarily in emergency response measures; publicity of information on public safety within the limits of law; and using a complex approach to accomplish public safety objectives.
