Abstract
The Law defines the powers of the executive authority and of local self-governing bodies, and the rights and obligations of natural persons and legal persons in the field of public safety; and the procedures for establishing a Unified System for the management of emergency situations. The Law is intended to legally regulate public safety in Georgia; protect the life, health and property of the population, also properties of the State, municipalities and natural and legal persons, and the environment during emergency situations; regulate the relationship among the Unified System bodies, and define their rights, obligations and responsibilities; ensure the creation of and organise the operation of a Unified System, including the establishment and organisation of the operations of fire and rescue divisions; and determine the procedures for organisation and implementation of fire prevention, fire fighting and emergency rescue operations, and ensure the emergency prevention, emergency response, and mitigation and liquidation of emergency consequences.
