This Resolution approves the technical regulation – rules for import, export, re-export, and transit of the substances contemplated under the Montreal Protocol on Substances that Deplete the Ozone Layer of 1987, its annual quotas, and the permit form. It consists of ten articles: Purpose and objective (1); Scope of regulation (2); Definitions (3); Administrative agency issuing the permit and its powers and duties (4); Rules issuing the permit, effective period and documentation required to be submitted (5); Approval and distribution of the annual import quota of the substances contemplated under the Montreal Protocol on Substances that Deplete the Ozone Layer (6); Grounds to deny a permit and rules for appealing the decision (7); Rights and duties of the permit holder and control of the permit terms (8); Requirements for the containers of refrigerator agents during the import, export, re-export and transit of the substances contemplated under the Montreal Protocol on Substances that Deplete the Ozone Layer (9); and Liability (10).
