Abstract
This Law establishes the legal framework for ambient air protection in Georgia and regulates legal, institutional and organizational matters relating to air quality management and the protection of ambient air from harmful anthropogenic impacts. The Law defines the powers of competent authorities, rights and duties of natural and legal persons, and the general requirements applicable to activities affecting ambient air.
The Law regulates air quality standards, assessment and monitoring of ambient air conditions, inventories of ambient air pollution sources, emissions from stationary and mobile sources, and the adoption of air quality plans and programs. It establishes permitting and control mechanisms, requirements relating to air pollution prevention and reduction, and procedures for access to information and public participation in matters concerning ambient air protection.
The Law contains provisions concerning transboundary air pollution, ozone-depleting substances, fluorinated greenhouse gases and other substances affecting ambient air quality. It further regulates reporting, registration, inspection and enforcement measures, and establishes requirements relating to the implementation of international instruments and environmental obligations in the field of ambient air protection.
