Abstract
The Resolution regulates management of landfills. It consists of VI chapters and 41 articles: General provisions (Chapter I); Requirements imposed on planning and organizing landfills (Chapter II); Operating and technical servicing of landfills (Chapter III); Control and monitoring procedures during the phases of operating landfills and after they are closed (Chapter IV); Closing landfills and maintaining them thereafter (Chapter V); and Plan to bring existing non-compliant landfills into compliance. The purpose of the Regulation is to prevent and mitigate to the extent possible the adverse effects of landfills on the environment, especially on surface waters, ground waters, soil, atmospheric air (including greenhouse gas emissions) and human health. Its main provisions regulate procedures for organizing, operating, closing and maintaining after closure of landfills. In addition, it includes measures how to bring existing landfills which do not have a proper permit into compliance with the regulations. Finally, the document lays down requirements on how to safely receive and dispose waste in the ground.
