Abstract
The Resolution regulates national public safety planning in Georgia. It consists of 25 articles: Definition of National Plan of Public Safety and its objective (1); Scope of regulation of the National Plan (2); Terms used in the National Plan (3); Purpose of the National Plan (4); Emergency management and risk management plans (5); Preparedness measures (6); Rules for undertaking preparedness measures (7); Disaster prevention, mitigation, response and rehabilitation measures (8); Disaster management (9); Communications and alert measures (10); Evacuation of the population and protection of foreign nationals or stateless persons who enter en masse and who require international protection (11); Coordination of response to disasters (12); Transportation services (13); Medical services (14); Diplomatic protocol and international humanitarian aid (15); Fighting forest fires (16); Electricity supply (17); Protection of plants and animals (18); Chemical and radiation safety (19); Material-technical services (20); Evacuation services for movable cultural heritage objects (21); Protection of public order and material property (22); Protection of infrastructure and road services (23); Supply of food and water (24); and Organizing rehabilitation efforts in areas affected by a disaster (25). The National Plan of Public Safety is the main guidance document for the Unified System of Disaster Management of Georgia, and organizes the government agencies’ actions during disasters.
