Abstract
These Regulations, made under the Council for Scientific and Industrial Research Act, 1996, appoint the National Biosafety Committee as the National Focal Point on biosafety for purposes of the Cartegena Protocol on Biosafety, which is set out in the First Schedule. It defines functions, powers and duties of the Committee. The Regulations also provides that implementation of biosafety practices in genetic engineering and biotechnological work shall be supervised by: (a) the National Biosafety Committee; (b) the regulatory agencies referred to in the Sixth Schedule; (c) the relevant institutional biosafety committees; and (d) the Principal Investigator, and provide rules relative to contained use, import, transit, etc. of GMO's.
Institutions and public and private organizations dealing in genetically modified organisms or their products shall each establish an institutional biosafety committee, which shall be endorsed by the National Biosafety Committee. An institution or organization involved in genetic manipulation work shall appoint a biosafety officer. Applications for permits shall be handled by the National Biosafety Committee in accordance with these Regulations. The Committee shall issues additional rules and guidelines as specified.
