Abstract
These Regulations, divided into 4 Parts and made under the Petroleum Products Act 2016, concern the setting of the emergency supply plan activities into action and apply to the downstream petroleum products supply chain. The Regulations give definition and interpretation of the relevant terms, including: emergency situation; essential service providers; extreme weather; fuel shortage; international embargo; man made disasters; natural disasters; petroleum products; terrorism. Matters covered by these Regulations include: procedures and preparedness of the emergency supply plan, including: designation of the responsible Agency, powers of the Minister, management of the petroleum supply chain, collaboration between the Agency and the suppliers, alert system identification, maintenance of inventories; emergency response procedure, including: ministerial public notice, establishment of a Taskforce, coordination mechanism; programme closure, including: ministerial press release, report of the Taskforce, evaluation and impact assessment report.
