Abstract
These Regulations, divided into 4 parts, are made under the Petroleum Products Act 2016, concern road tank vehicles, petroleum road transport licensing, permits for petroleum tanker drivers and do not apply to: the Gambia Armed and Security forces; petroleum contained in a vehicle and petroleum transported in containers within a defined volume level. The Regulations give definition and interpretation of the relevant terms, including: adulteration; best practices; bonding; certificate of quality and quantity; certificate of origin; cargo tank; distributor; liquid classification; petroleum and petroleum products; road tank vehicle.
Matters covered by these Regulations include: road tank vehicle characteristics and specifications; their maintenance, periodic inspection and testing; markings and placards of vehicles; driver selection and training; safety planning, including: the elaboration of an emergency response plan and a systematic response plan in case of accidental damages; prohibition against conducting petroleum road transportation business without license; application and procedural matters for licenses; obligation of licensees; power of inspection; reporting of accidents and incidents; procedure for permits and certifications; offences.
