Abstract
These Regulations, divided into 7 Parts and made under the Petroleum Products Act 2016, concern construction, management and monitoring of petroleum products storage facilities and apply to all civilian installations. The Regulations give definition and interpretation of the relevant terms, including: bulk depot; bund wall; fuel leak; geotechnical report; liquid classification; oil marketing company; petroleum products; release; safety zone.
The Regulations provide for: procedures and indications concerning design, siting, construction, management, testing and permits of a petroleum products storage facility, taking into specific consideration the following aspects: protection from fire hazards, protection of the environment, protection of water bodies and other areas of fragile ecosystem, availability of water supply, drainage systems, the location of any existing borehole or artesian well, labelling of tanks. Other matters covered by the Regulations include: petroleum products storage facility allocation mechanism; oil spill prevention control, related countermeasures in accordance with health and environmental protection, actions to be taken; environmental sustainability management plan and its details; financial security for land rehabilitation and prevention of pollution; skills training and certification for persons engaged in construction or maintenance of petroleum storage facilities; licensing; powers of inspection; report of accidents and fires; definition of standard operating procedures.
