Abstract
Sub-national administration in Greece is divided into decentralized central government agencies and authorities and local self-governments, which includes "first tier" and "second tier" authorities. With the 2010 reform on the public sector administrative structure, named "Kallikratis" plan which is enacted with the present law, new municipal and regional authorities are created. Certain powers on agriculture, stock breeding, inland and marine fisheries, natural resources (including water management), energy and environment sectors regarding approval, licensing and enforcement have been devolved to prefect and municipality levels of government. In particular, article 94 and 186 describe in detail all competencies regarding the afore-mentioned sectors which have been devolved to municipalities and prefectures respectively. Special mention is being made to the competencies which fall under the management of island municipalities (article 204).
