Law no. 4280 of 2014. Environmental upgrading and private urban development − Sustainable development of settlements. Forestry legislation and other provisions.

This Law, consisting of 64 articles, covers the following matters concerning private urban development and planning, and environmental protection: areas of environmental improvement and upgrading, including watercourses, forests and protected areas; urban planning processes; certification of infrastructure projects; special contributions and incentives for actions improving environmental upgrading; afforestation projects; special provisions concerning urban planning; provisions for building cooperatives rights; measures in favour of abandoned and declining settlements; special environmental plans for the upgrading of declining areas; land use permits; sustainable development measures; licenses for construction on private lands; zoning and urban planning measures.
Further provisions of this Law concern amendments of Forest Law focusing on: forestry technical council, boards and committees; permitted interventions in forest lands and land clearing, including: agricultural exploitation, opening of roads, establishment of livestock farms in forest areas; criminal provisions; seizure of forest products, tools and instruments.
