Law no. 4759 of 2020. Modernisation of Spatial and Urban Planning Legislation and other provisions.

This Law, consisting of 172 articles, provides for: simplifying and improving the process of drawing up, revising and amending spatial and urban planning plans at every level; drafting of zoning plans; reducing environmentally disturbing activities in urban planning through incentives; amending provisions on marine spatial planning; measures for improving land uses; issuing permits and authorisations for environmental protection and environmental improvement; improving the quality of life through sustainable accessibility to buildings; management of economic activities in the field of environmental protection; restoring damages caused by hazardous events; amending provisions on land registry and cadastre operation issues; imposing green taxes on natural gas products; conversion of levy imposed on land; integrated urban intervention planning.
Matters covered by this Law concern: nomenclature and classification of land uses; empowerment of local authorities in land and spatial planning; approval of building permits; supervision and management of economic activities; administrative sanctions and penalties linked to spatial and urban planning; provisions concerning energy production; regional and local spatial planning; drawing up a National spatial strategy for the sea and its resources; implementation of the objectives of maritime spatial planning; sustainable development of maritime and coastal areas; definition of environmental, economic and cultural parameters, adoption of an ecosystem approach and the sustainable management of maritime activities, focusing on: shipping and maritime transport; fishing and mariculture; sustainable tourism; protection of the environment; preservation of marine biodiversity.
