Abstract
This Law, consisting of 73 articles, provides for an effective financing and the adoption of an independent and coherent legislative framework for the Public Investment Development Programme; the acceleration of the absorption of co-financed and national resources, and the operations of the other development programmes and the managing bodies; the establishment of mechanisms and the introduction of procedures for long-term planning and monitoring. Matters covered by this Law include: definition, structure and duration of public investment programme, including sustainable management and utilisation of the environment; concept of public investment and core sectors supported by public investments, including: environment, infrastructure and transport, public-private partnership, human capital development, energy and utilisation of energy resources and geothermal potential, reducing inequalities and strengthening social cohesion, State aid following natural disasters. Further matters include: medium-term public investment planning; funding of Public Investment Development Programme projects; general principles for payment of Public Investment Development Programme expenses; separate central account for projects dealing with the effects of natural disasters; supervision and control of the management of projects financed by Public Investment Development Programme.
