Law no. 5218 of 2025. Reform of the framework for the professional training of employees handling public contracts, the framework for the preparation and award of public contracts and legal protection in the field of public contracts, the framework for national quality infrastructures and the framework for the establishment, expansion and modernisation of manufacturing activities in the Attica Region and other provisions.

This Law provides, among other purposes, for enhancing the efficiency of the public procurement sector in Greece, by amending the Law concerning the framework for the preparation and award of public contracts and legal protection in the field of public contracts. Particularly, this Law focuses on establishing a framework for the professional training and certification of employees working in the field of public procurement, as well as on providing financial and non-financial incentives for the attraction and retention of specialised human resources. The Law concerns the following matters: creation of a Register of Public Procurement Professionals; issuance of certification in public contracts field; duties and obligations of registered employees; establishment of a Department of Public Procurement at the National School of Public Administration and Local Government; simplifying the procedures for preparing and awarding public contracts in order to eliminate distortions that hinder the development of international competition in public contracts; grounds for exclusion from public contracts; methods of preparing financial offers for supplies and services; roles of Single Public Procurement Authority; establishment of the Hellenic organisation for standardisation.
