Ministerial Joint Decision No. 245090 establishing supplementary measures to implement Council Regulation (EEC) No. 2092/91 on organic production of agricultural products and indications referring thereto on agricultural products and foodstuffs.

Abstract
The Decision is composed by 15 articles. The purpose of this Decision is to establish the necessary additional measures for the implementation of Council Regulation (EEC) No. 2092/91 as supplemented by Council Regulation (EE) No. 1804/99 on organic livestock production (article 1).
According to Article 2, the provisions of this Decision shall apply: to the products referred to in Article 1 of Council Regulation (EE) No. 1804/99; to products not covered by production rules, for animal species and their by-products not included in Annex VIII of Regulation (EE) No. 1804/99; to any operator who produces, prepares, stores or imports products from a third country, as specified in paragraphs 1 and 2 of Article 1 of this Decision, for the purpose of marketing (article 8 of Council Regulation (EEC) No. 2092/91). Articles 3 to 6 deal with the competent authorities and inspection bodies for organic production. Article 7 prescribes the integration procedure of the operators to the control and certification system, established by this Decision. Article 8 sets forth the rules for the labelling of organic agricultural products and foodstuffs. Article 9 deals with imports of organic products: subject to compliance with the requirements concerning labelling or advertising of products of organic farming, as described in Article 8 of this Decision and the relevant European Community and national legislation, these products can be imported and liberally circulate in the EU according to the conditions laid down by the two aforementioned EU Regulations. Articles 10 establishes Committees for the examination of irregularities and infringements, and article 11 prescribes the sanctions to be applied if transgression of the rules is verified.
The last four articles (arts. 12 to 15) deal with administrative, transitional and general provisions.
