Abstract
With the present Decree are adopted the amendments made to Annexes I, II and III of the international Convention on the prevention of marine pollution by dumping of wastes and other matter. The amendments regard the incineration at sea of such wastes. More specifically, the incineration system for every proposed marine incineration shall be subject to a special permit and to specific surveys specified in the text. Where there are doubts as to the thermal destructibility of wastes proposed for incineration, special studies shall be undertaken. Marine incineration facilities shall follow operational requirements laid down by Regulation 5 and shall utilize recording devices and methods. Criteria governing the selection of incineration sites are laid down by Regulation 8. The list of substances to be incinerated included in Annex I and II is amended with Regulation 9. Also amendments are brought forth to the Annexes of the Convention regarding disposal at sea of radioactive wastes and other radioactive matter.
